--------------------------------------------------------------------------------
I own a 1969 (I believe) 4.0 HP Merc outboard...SN: 2498980. Tried to get it running this year and encountered start-up trouble. I thought initially it was varnish but that does not seem to be the case--here is where I'm at:
The engine will start first pull PROVIDED I prime the heck out of it to the point that I get gas oozing from the float bowl. It will run fine until it starves out or unless I sit there and press the bulb. The bulb seems to hold the prime, the lines are clear, the tank (remote) vent is open--all filters (tank and fuel) are clean. I see no evidence of varnish anywhere. I cleaned the sediment out of the float bowl, checked the float and needle--no apparent problems. My guess is a bad fuel pump diaphragm but I do not know whatI am looking for to verify that. I see no cracks or holes but beyond that it looks like a diaphragm. The rond section has a bit of play in it though--should it be drum tight? I do not want to buy a whole bunch of parts that I do not need. The fact that she starts up first pull (provided I get the bowl full of gas) tells me that the carb is fine.

If it does not sound like the pump diaphragm then what else could it be?

Re: 4 HP Merc OB trouble..

Your carb should never expell fuel out of the overflow. This indicates a float needle not closing off the the fuel suply. It could be caused by a sunk float (unlilely), a bad needle seat, (very likely) or float needle tong bent out of adjustment (also likely) which causes the float to not press the needle up in it's seat before the bowl overflows.
Fix this for your own safety, and I'll bet it will run much better too.
The fuel pump is integrated into the carb if it is like the '72 model. But that's as far back as my manual goes.

Thanks, I'll fix that. But would that account for the starvation problem? This problem just showed up as I tried to start it this spring. I cannot see how anything could get bent so I am thinking the seat is bad.
The fuel pump on mine is immediately before the bowl and I can access the diaphragm but I guess you could say it's integrated.

Re: 4 HP Merc OB trouble..

Ok, same carb design as is in my book,FG.
That's good. If the bulb is somewhat firm, yet still allows fuel to be emitted from the overflow, your fuel pump section should be OK. I would concentrate on the needle, needle seat and pickup tube portion of the carb.
I'm not saying there can't be problems in the check valves of the fuel pump, but there is less chance of this than the latter.
I would order the rebuild kit for your carb, and the shop manual. This is a complicated carb, due to the fuel pump being a large part of it. But I'm sure you can solve this problem with your previous knowlage of the carb, the book, and a complete rebuild kit.
Goood luck, and let me know how you fare.

By all means keep us posted on your progress. It was a similar problem with my '74 Merc four h.p. model 40 that brought me to this Q/A column in the first place. Someday I'll log off of here and get mine running again.

Thanks. I'll keep you posted--it will take some time to get the manual and rebuild kit, then do the work.
