4.3L 807166A3 Water Shutter Replacement question/issue

I replaced my water shutters last night and I'm not happy with the results.
I sanded the interior area around the old shaft hole. Then cleaned with throttle cleaner and applied a thin coat of molly assembly lube.
My issue it that one of them doesn't always freely close. It gets hung up on its own hinge. So it closes 6 out of ten times. I removed it and sanded some more which did help slightly but that area is very clean now. It seems like its on a slight bind.

Is their a trick to this install? The tech sheet says to make sure the freely close. Do I remove more material?

I sure did like the older style better. The worked great, seem less restrictive and the operated super freely.

Ayuh,.... If water rushs up the pipe, they'll close,....

I think, yer over-thinkin' the situation,.....

What Bondo said . . . also the shutters are not intended to be a water tight seal, rather provides a good blocking effect for water rushing up the exhaust tube.

Yes. I just thought for the money and the are genuine mercruiser parts they would at least function for their intended purpose. The mechanic at my marina warned me when I gave him my other donor Y pipe. He stated use the older style if possible but my grommets were worn and I couldn't find em new. Thanks for the insight.
