4.3 V6 rocker arms

I had to replace the head on my 1994 Merc V6 4.3LX balance shaft motor. I have it back together. My question is from what I see there is no adjustment on the valve rockers you just torque down the rocker nuts- what is the torque? The clymers manual talks about adjusting valve, but this engine doesn't appear to need any adjustment. With the valve rocker nuts tight, there is about 1 full thread past the nut. When I took to apart, I had to "break loose " the nuts. Felt like about 25 ft/lbs, but I would like to be sure. This engine has conventional chevy stamped rockers, roller lifters. Short pushrods-which the manual says the exhaust are longer than intake- mine are all the same length.

Throw the clymers in the trash where it belongs.
Purchase the merc factory service manual #18.

Torque the nuts to 20ft/lbs
