35hp Mercury Carb Float Adjustment

Hello friends. I have a 35hp Mercury outboard, sn A151937. After rebuilding carb, needle valve doesn't appear to be sealing off fuel supply, fuel being pushed through vent hole when priming. I installed a new float, old one had gas in it. My question is, can any of you guys tell me what controls the float level and how to adjust it. I can turn dry carb upide down and blow through inlet, needle valve seals.

the bottom of the lower inlet needle levers should be level with the bottom of the pin on the upper lever, you bend the end of the upper lever for adjustment
