35 HP mercury tilt trim problem

I have a late 80s Mercury 35 HP motor. Came in from boating and tilt would not go up. It goes down good but not up. I checked the switch and voltage out to the motor and it looks good. I understand there are relays involved? Where might they be located?
Any ideas?
