I have recently acquired a 1980 35hp evinrude outboard. It seem to run fine at full throttle but is sluggish getting there and when it idles for any period of time it will again take a few seconds for the motor to come up to speed. I ran a can of cleaner through the carb and a huge amount of oil came out in the exhaust. I was wondering what else I should try. It has new spark plugs but a crappy old metal fuel tank that I thought I would replace with a plastic one.

I agree. Try a new tank. If the fuel line is stiffer than normal, replace it also.
By "cleaner", do you mean carb cleaner, or decarbon spray?
Those decarbon cleaners will discharge a goey mess sometimes, but it sure makes the engine breathe more gooder.....Kinda like blowin it's little 2cycle nose :D
