35 hp Evinrude no steering

Just inherited a 16' aluminum boat with a 35 hp evinrude, 80's model I believe....
The motor runs but steering wheel won't turn. from 12 o''clock it will turn to 11 and 1, that's it.
It is a cable that runs from the steering to the motor.
I don't know where to begin. This is my first boat and I have read many threads without guidance that I need. Any and all suggestions/steps would be helpful at this point. I am not sure what to look for - I realize there is multiple types of steering assemblies but not sure what the troubleshooting steps would be!

Also, after idling for about 5 minutes, the ignition alarm went off constant. Last person to own the boat was my grandmother and I am not sure last time it was in the water.

Disconnect the engine from the steering cable and try to turn the wheel and then the engine manually, that will tell you if the problem is in the steering cable or the engine.
Was the engine pumping water, sounds like the temp horn was sounding off.
What is the model number of your engine?

Most common place for the steering to stick is where the cable goes through the tilt tube on the motor. It is caused by neglect (rust). One of my least favorite repair jobs to do.
