I just bought a 2013 Blue Wave 1902 Evolution Center Console and both livewells have 3" drain holes. I'm They both circulate salt water in from the transom but I'm not sure why so big and should they be plugged when running? There only seems to be one on position from the console. Is anyone familiar with this configuration? Thanks.

Not familiar with your particular boat, but returns are typically a lot larger to facilitate draining the unit quickly.

My overboard drain is 2.5" and above the water line. No need to do anything

They all have drains on the bottom. Otherwise you couldn’t drain them.

Should have a “overflow” outlet on the side tank with a simple drain plug or a “drain” in the bottom with a “plug in” stand pipe of some sort to raise the water level before draining
