25hp Not Getting Fuel

I have a 25hp 1996merc outboard , it doesnt seem to be getting any fuel. Ive pulled the fuel line at the carb and am getting plenty of fuel to the carb,remove spark plugs after 50 pulls and dry cylinders, any worn carb parts to look for? Also had the carb cleaned by a good mech, any ideas or advice would be appreciated. thanks

It sounds like a stuck inlet needle but if your sure it was rebuilt properly it may have a bad reed, I really doubt that it does and would recheck the carb work first
