25hp Evinrude problems

I just purchased a boat,motor and trailor a while back.The motor is a 25hp evinrude with electric start.Its a 1972 model.Starts fine,idles great.Pumps water great also.It just runs like a 5hp motor.I am small engine stupid so not real smart in that aspect.Any suggestions?The boat it is pushing is a 15ft 48in bottom flat bottom.
