Recently acquired a 1980ish 25hp evinrude outboard and I'm unsure of the the water intake. Is it the 3 little holes on the port side in line with the propeller?

Welcome to iboats!
Intakes are on either side of the gearcase.
The black rectangle in the picture above the prop and below the anti-cavitation plate.

Those are Water Inlets, for when the Engine running in Reverse. In reverse, the Prop is pulling Water Away from the Regular Water Inlets, which are on the Front of the Exhaust Snout

The 25hp got the Bigger thru Hub Exhaust Gearcase in 1987. Pre 87 had the Gearcase shown in Post #3

I went to Marine Engine dot Com, and looked the Part Listings, and it showed the 1986 25 Gearcase as the Non Hub Exhaust and the 87 with the Hub Exhaust

Are there ----" commercial "--- models that use a different gearcase.------Those often have a W in the model number.-----Did you look at the 1985 model year ?

Funny, I have many of those 80's motors and none have that gearcase. Is that a Canadian thing?
