can the steering be tightened on these older merc's

How old? Most of the Mercs have an adjustable friction setting on for the steering. Some have a screw, others a lever. Post up your serial number and we can have a look at the drawing and tell you exactly how to go about it....

there is no serial #, i think its in the 80's
no # makes it a lot of fun,,,closest i can come is an old fish camp motor

These screws will adjust the steering friction....

You may find the engine serial number on the engine block somewhere too.... (Usually on the port side low on the engine block)...

ok , i shall look again.
close as i can get from looking at parts breakdowns is around 1983

5705532 to 6416712, but i could be wrong
