25 hp merc how to tighten steering?

Serial # oc173446. It has the tiller handle. Where is the adjustment to tighten the steering? Also the motor locks down on the clamp bracket and I can't get it to release unless I wrap my hand around the backside of the motor to manually release it. I'm sure there is something to release it from somewhere in the boat? Any help is appreciated.
