I have a 2006 EFI 4 stroke Mercury motor. Last year it started acting like the battery was going dead when I would start it as the starter would spin slowly but would start. This year I bought a new deep cell battery and when I tried to start the engine starter just clicked. If I kept clicking the starter button it would engadge but spin very slowly. At one point as it was turing over the battery cable started to smoke. Took the starter out and cleaned the brushes and brush contacts and tried it out on a battery. Spun very fast. Put it back on the motor and nothing. Just barely would turn over. Any ideas? One other thing, checked the continuity of the brushes. Is one side positive and the other brush negative? Thats how they tested anyway.

startr magnets are probably cracked and soot from them get binded in there which will slowly slow the starter and posible create a short I would replace the starter

Check you battery cables closely. They must be clean and tight. Look for signs of corrosion at the base of the lugs. They can corrode inside where you can't see it. You can jump them using jumper cables. If all good try jumping the starter solenoid. Contacts inside can burn and not allow good contact.
