225 Johnson flooding- Intermittent (cold)

I've got a friend that has a '89 225 Johnson that is hard to start and floods when cold (sometimes). At other times it starts right up and runs great. Once warm it starts right up. We've tried pumping the bulb once-twice, hitting the primer button once-twice all kinds of combinations at times and it will not start. Have burnt a starter up at one point:devil:......have thought about dynamite at othersd:). Have replaced the plugs and fuel water filter. Any ideas.....anyone???

Maybe the primer is worn out and leaking into the carbs when you are squeezing the bulb causing the flooding. Remove the "out" hose from the primer and squeeze bulb-if fuel comes out then it's leaking. Also, the red arm on the primer should be parallel with the primer and not at 90 degrees. If it's at 90 degrees fuel will definitely enter carbs when sueezing bulb.
