225 Evinrude won't go into reverse

We have a 1995 225 Evinrude and we are on our third lower unit that has trouble going into reverse. I finally looked at the linkage and have decided that the Morse controls don't have enough travel for this engine. We use 3300 cables and dual lever Morse controls. When I unhook the cabes and shift by hand there is about 1/2 inch more travel than the Morse controls give in normal operation. If I adjust the linkage to go into reverse then it doesn't go into forward!

Can any one confirm or advise me on what to do?

Make sure shift rod height is set correctly. Also check # 97 in attached diagram, as I have seen the weld broken on these and it will cause extra play in shifting as you describe.
