A pity that said motor was not tached right out of the box as to know what wot rpm was achieving with 2 up compared to current 5200 rpm as to rule out if it's entirely a motor issue or not. Has the trim, deck load distribution and motor height on transom been altered after the motor was initially installed compared to now ?

The older 2 strokes are easy to trouble shoot.----Repair / rebuild
If you can find parts! That's the reason I bought the Tohatsu, was having trouble getting some parts for the '90 Johnson 48 Special it replaced.

Absolutely nothing has been changed. It went from pushing the boat 24MPH with my wife and I in it to the current 18MPH after I ran out of gas and switched tanks. The dealer says there was water and separated gas/alcohol in the other tank. They supposedly cleaned the fuel system and replaced both fuel tanks.

They built a lot of those 48 SPL motors.-----I can not believe you could not find new / used parts to keep it running.----What parts were deemed to be " hard to find " on it ??

The pistons were different than what was listed as standard, but that wouldn't be a problem if changing both. The reeds are no longer available OEM and we're out of stock aftermarket at the time. Then there was the lower unit that needed work..... Plus the fact that this is a daily use boat in cooler weather and my wife was screaming to get it fixed. I wanted a 30-40hp Tohatsu for it, but this 25hp was the only thing he had on the floor. The boat is not as heavy as it looks, the cab only weighs about 80lbs. and it's only a 40" bottom.
I had already repowered my barge with a 40hp Tohatsu and love it.

If you are positive that running out of gas and switching tanks was the only significant event, and especially if the problem happened right away, then you know 99.9% for sure it's a fuel system related problem. If that motor has carburetor(s) then take them apart and make sure everything is surgically clean. If it's EFI, check each injector and make sure the spray pattern looks good, and the same between injectors. You can get one of those injector cleaning kits like Motion Pro makes, use the battery to hold the injector open and put as much fuel through them as possible and compare them all, see if you can find a clogged one.

Yes, I'm sure running out of gas a switching tanks was the beginning of this problem. My only hesitation to removing the injectors to clean is the fact that this motor still has 3.5 years warranty. But that being said, my local dealer can't figure it out and I told him that I would fix it or blow it up, so......

Last but not least, as a water experiment, lets say that's a healthy 25 HP Manual trim motor, so trim it to 90 deg, go full throttle, once the boat is on plane running parallel to the water level visually check by pulling head side of motor at which lower leg's plates is the unobstructed hardened water flow passing by, is it passing over/under the upper small plate, around middle lower leg or over the lower AV plate, report your finding to go from there...

Great point on the warranty, though if the problem is junk from the gas I suspect it wouldn't be covered anyway. If you decide to get adventurous, maybe a tool like this would help:

Yep, dealer denied warranty although when I pulled the screen strainer on the motor there was only a few drops of water in the bottom. They told me the fuel "pot" and rails were full of water and debris. Doesn't make sense to me how debris got past a 10 micron separator filter and the screen.
If I can locate it, I have one of those cleaner kits that I used years ago on a Bronco II that my wife drove.

Just a short update: I cleaned the injectors and replaced the high pressure fuel filter, motor is back to previous performance. RPMs are 6120 @ WOT and running 24MPH with two people in the boat. Thanks for all of the replies and suggestions. I know now from this experience to come here and ask questions instead of taking it to the local dealer.

Congrats. That final clean and filter change did the trick. That dealer should have done it even you had to pay for nonwarranty work.
