I have used Barr here in the salt pond and they held up as well as any OEM. A set of these is about $1200 brand new. I'm now on year 7 will probably change this fall if I see anything questionable.
The Edelbrock 1409 is a good choice but keep in mind it's probably jetted for the 5.7 so some experimentation will be needed. I have one of those too in case my Quadrajet acts up again.
IIRC Fel/Pro makes marine head gaskets for the 4.3, I used them in my Pre-Vortec, not sure if they are the same for Vortec.
Good to know I use FelPro religiously for anything i need gaskets for.

If I go the 4 barrel route that'll be fun, I've never had to rejet and before. I've never messed with 4 barrels either. Is the 1409 a marine carb?

Yes it is.
there was a long thread on here some time back about people using the 1409 on the 4.3 and jetting changes that were needed was discussed, maybe Nola Mike knows?
I stuck with the old Quadrajet so long because it was the OEM carb for this engine and jetted for it. I know that for the pre-Vortec Edelbrock sold a calibration kit for the 1409 (not hard to install) for use on the 4.3 but some users on here found it was too lean (IIRC) for the Vortec. Can't remember the name of the other member here who spent a lot of time finding the right combination. Maybe Nola Mike or Scott recall?
A few things, that might help to keep in mind:
I think the Vortec head bolts might a one-time use thing, and they have some newfangled torque procedure vs the older Pre-Vortec that I have.
I replaced mine because of rust in the threads, but this is a salt water used engine, if you use a truck engine that had antifreeze running through it, they should be much cleaner but I'd still check to see if they can be used more than once.
The intake bolts take a much lower torque than the Pre-Vortec, IIRC like 10-15 ft lbs. The older Pre-Vortec is like 30-35 ft lbs.

I'll do a little digging and see what i can come up with on the 1409 thread.

If I go truck engine and do the head gasket I'll swap the bolts, I'm sure they're TTY bolts.

One more thing on the truck engine, the oil pan isn't the same is it. I thought I'd read that the Mercruiser and the truck pan are different? With that being said I believe I read there are differences between 96-2007 and the 2008-2015. So i may just have to source an older oil pan.

You have an oil pan and dipstick on your current busted motor. Use them

1. I used the newer pan. I forget, but there was a reason why the old pan couldn't be used with the new motor. I wouldn't imagine that you'd have the same issue since you aren't changing vintages. I needed to cut down the dipstick and dip tube to make it work (the truck pan is baffled)
2. I did a lot of fiddling with the carb. At the end of the day I ended up close to stock. Michigan motorz sells their reman vortecs with the stock 1409 jetting, which is per Edelbrock for the 5.0. I'm actually going to rebuild my carb this off-season and am going back to stock settings. The rejet kit is way too lean and worthless
3. The head bolts on the vortec are tty. And to do it correctly you need an angle/degree torque wrench.

Some of the mercs used a dipstick tube that threaded in the cast oil pan drain plug hole instead of the block. Mine is one of those. Depending on the truck pan, it may or may not be the same.

Yes and no. I bought a angle torque wrench when I did the timing chain on the mini a couple years back. Found out the POS didnt work right after I broke a bolt, finished the job using a sharpie on the bolt head to get the angles. you can do it that way in a pinch and I had zero issues but If I recall the TTY angles on the mini were basic like 180.

You should look at the thread I linked for 4.3 vortec jetting . there were a couple guys who all ended up with same jetting for 4.3 s there was another thread as well with more detail. You are correct that the 1409 is basically set up for a 5.0 I dicked around with jetting on mine and when I put the AFR meter on only change I kept was the bigger accel pump nozzle

Merc stock jetting was correct for my vortec as well... sans the 3 step rods which are unobtanium. Just match the end numbers.

With respect to the1409
And the calibration kit maybe why it’s too lean is perhaps it was meant for the pre Vortec used in an auto not marine application. Aren’t marine carbs always set up richer than an auto carb on the same size engine? That’s what I recall reading numerous times. Since the Vortec heads probably flow a good bit better than the pre Vortec that’s another reason why it’s too lean,
Vortec flows better
Marine needs richer settings

The 1485 "kit" would be about right for a standard non vortec 4.3 for sure just based on the FSM jetting. It is a jet size lean on the primary circuit and the wrong metering rod for a vortec.
