2012 Honda 15 HP (Water not Peeing at Idle)

2012 BF15D3SHS 15 HP Honda with a tiller setup, the motor doesn't pee hardly at all at Idle, when I give it some throttle it pees pretty good. The motor doesn't seem to overheat and will run fine.
Today I changed the Water Impeller and nothing change, while I had the lower unit off I checked the water tube and it looked clear (No Salt build up or anything in the tube) I also removed the hose that connects the housing (Pee Hole)

What can I check next?

Check the thermostat, make sure it's not stuck open. When you changed the impeller, what did the cup and the wear plate look like? Were they smooth and flat, or did they have any groves in them?
