I don't think he used stabil in it to winterize it. That's my best guess. There was just no pressure in the old one. I tore it apart and it didn't look too bad, but I guess the diaphrams that I could not see were bad?
Good to hear you got it figured out.
I'd also keep an eye on anything that could have caused your old pump to go bad ... like debris coming from the filter assembly or tank. Fuel pumps usually have a long lifespan.
