2007 Yamaha 50hp 2stroke stuck in limp mode

I have a 2007 Yamaha 50hp 2stroke
The problem I am having is it is stuck in limp mode and i can’t get it to come out. Ive changed the waterpump, thermostat, and heat sensor. When I start the boat up and put it in gear it will not go past 2000rpm it just hops up and stays there with no problem. There has been no alarms sounded and I have tried numerous of times.

you need to make sure all 3 cylinders are sparking while problem is happening.
inductive timing light attached to the plug wires one at a time will indicate if the spark stays,
it will also indicate if the timing is advancing properly and in spec.

if that boat has alarms and they work(test them), and the alarm is not sounding when the problem is happening, then I would think this is not the RPM reduction mode happening.
if compression is good, spark and timing are good, then it must be the wrong fuel to air ratio for all of the cylinders to fire and burn properly
