I have a 2007 135optimax and when I am running about 1000 to 1500rpm the motor starts to overheat. If I go faster or slower the temp. drops back to normal range. Is this a water impeller issue or something else?

Do you have a water pressure gauge? If so what is the pressure at your overheat rpms? It seems odd that it cools below a certain rpm and cools above that rpm. I doubt it would be a impeller as it would get worse the lower the rpms are.
I would also confirm that the temp gauge and temp sending unit is functioning correctly before tearing into a water pump. Unless you have been starting the motor with the water pump out of water I would be skeptical that the water pump has any issues. Again, a quick way to tell would be to look at the telltale water stream when its running.

The below troubleshooting guide may give you some ideas, even if you do not hook up a water pressure gauge.
