If you mean it is hard to pull the starter cord there is a mechanical interlock with the shift linkage that can be adjusted by the cable adjuster nut. If you mean it will not fire when you pull it over, the fuel systems must be maintained, they clog up with any kind of dirt. Be sure the throtle is in the start position and the choke is full on. I cleaned the carb. You can adjust the low speed carb adjust but you have to remove a brass plug to get to the adjust screw. Some say not to play with it though. I did mine and it starts and purrs like a kitten. Good Luck!
