2006 Merc 40 HP 4-stroke won't start in cold weather

I use this soley for duck hunting. When temp is below 20-25 degrees farenheit, engine won't turn over. Acts as though compression is too high. Is there an electronic decompression circuit not activating?

Definitely not the battery. Brand new battery last year. Also have tried jumping from another boat and my truck several times. Tried pull starting as well.
