2006 15hp mercury has no spark bottom boot?

Hi all, i have a 2006 merc 15hp manual short shaft. I noticed my outboard only starts at very high rpm then when you lower it, it then dies. I checked tank, bought new gas line with bulb, Took the carb apart it looked brand new. Checked the fuel pump also looked brand new. I did a plug test and have low spark top boot and almost no spark bottom boot. What do i do next? how do i check with electrical part can it be?

Are booth internal metal contacts clean and shinny ? if so, Ignition Coil is shot, is that a one piece ignition coil and CD unit ?

no 2 seperate. outboard specs are Manufacturer:

changed the coil still yellow spark. CDI is next on the list. Does anyone know?? Is there anything else that can cause the spark to be bad?

Both plugs would not go bad at the same time. Plus i still had the old working plugs still same issue
