Dealer recently serviced entire engine and replaced fuel control module to address shut off when forward and/or reverse engaged, and problem solved. However, the hesitation when shifted foward where the props seem to not fully engage until 800 rpm reached remains an issue. So, is this an increasing issue with a clutch or a gear issue in the outdrive?

The issue in most cases is inside the drive, the cone clutch. This can also be caused by using the wrong gear lube

Could be the clutch, or as mentioned gear lube

Could also be worn/mis adjusted shift cable(s)
