2004 Johnson outboard engaging in nuetral

I changed my oil seals in lower prop unit. Put all back together and started motor. In neutral the motor is engaging forward. WHen putting in forward it stays in forward. When putting in reverse the prop stops like neutral. What did I do wrong putting back together

Which HP model would that be ? When you say that when in neutral the prop engages forward does it spins with load as if pushing a boat or only rotates freely without load ?

Did you have the shift rod out??

what’s the shift rod. I only took out spindle for the prop

2 stroke or 4 stroke ?----Model # ?----Stop running it and determine what is wrong.-----You may be causing big $$ damage here.

Sounds like the shift rod connecter is not properly assembled.----Notches have to be lined up with holes before screw is put in.
