I would run away from it unless it was properly taken care of within a couple of hours after it was removed from the water. If it was not dried out and lubed immediately, then the internal bearings are now trashed.

it still has oil in it that isnt milky im not worried about the bearing its more the electrical stuff that im worried about and the price is so good that its hard to walk away from it. i know that the lower unit is worth what the guy wants for it even if the power head is junk

Has it been attempted re-started after submerged?
If just down and up again, most of the contacts and the EMM should survive, but relays would probably be gone.
If it went down running, it might be some severe internal problems.

Re: 2004 johnson 70hp 4 stroke

I am wbgnt's friend. I bought this boat at the auction a month back. Here is what I have to report.

I drained a good 4 gallons of water and about 1 of milky oil from the crank case. replaced the oil and pulled the plugs. Cranked it over for 15 seconds or so to clear the water out.

Put dry plugs in it, fresh oil and filter and it started right up.

Been about 12 hours and the only problem I have had with it is the missing telltail plug that was causing an overheat problem at WOT. 20 bucks worth of parts fixed that.

It's an awesome motor very quiet, runs great. It's on a very well loved forester boat. At some point I'll either sell the motor or take it off and put it on a more respectable boat.

Check the camshaft belt, it must be 100% free from any oil or you risk it jumping. If any oil leaked out from engine when it went down, it might have got to the belt.

dry as a pop corn fart. Oil never got out of the engine.
