2004 3.0 mercruiser alpha one l , stiff steering

I have a 2004 Glastron sx175, 3.0, alpha one. I'm pretty sure its sit in the weather a lot before I got it. Finally got it running great and no outdrive leaks, thanks to you guys. It's the first inboard I've owned without power steering. It was almost impossible to steer when I first got it. I cleaned the shaft behind the motor and greased it. It's better but still stiff, the deeper you turn it, the harder it is to turn. The anoid on the Lower unit is straight forward. Any ideas on fixing this problem & how difficult is it to steer this set up without power steering??? Thanks in advance guys, your advice and experience is the only reason I'm on the water now...

Disconnect the cable at the drive end and see if it is still hard to turn the wheel.
It should be easy to steer unless up on plane and trimmed high.
When I'm on plane and trimmed well I can steer with 1 finger.

When it's disconnected does the drive swing back and forth easy as well?

I don't have a manual for that drive but you should grease or oil anything that involves steering.
