Most times it is not a short, it is an open (broken or loose) connection. If your engine has 2 places to operate the trim/tilt, try the other location, that could narrow troubleshooting. Look for a loose wire on the switch connection. (When my boat was new, the trim/tilt wire was laying in the bilge and this caused electrolysis to erode the wire. Never let any of the wiring lay in water.) (A short should cause a blown fuse or circuit breaker.)
