2004 135 tilt problem

I have a 2004 135 evinrude DI. the tilt goes down but not up. Any suggestions...thinking the relay ?

Swap the relays and see what happens. If it then goes up but not down you have a bad relay or both could actually be bad.

thanks.... where are the relays in that motor? are they the black squares

yep switch them around, if it worked replace both not one
