2003 Johnson 9.9 4 stroke-Rev limit

Newly acquired to me. 9.9 Johnson. I would assume it's a Suzy from what I read. Started and ran but would not idle. I cleaned the carb, drilled the air fuel screw and have it able to run pretty good.
In neutral it acts like it's got a low RPM rev limiter. Is this the case and what RPM does that kick in at? Haven't had the boat on the water yet.

In neutral? Sounds like the shift throttle lock is not releasing assuming it has one.
Yes, running in a barrel of water in neutral, acts like it only has half the RPMs then bumps in at the rev limiter. Kind of makes sense but I figured I'd ask somebody smarter than me.

In a barrel you don't want to rev it anyways so leave it alone. If otherwise the motor runs good than it's a good thing.

Remember, an outboard is running like your pulling a big hill in a car....running with "no load" is not good.
