I have a 2002 nissian 15 HP nsf 15b how often does oil and filter need to b changed what kind of oil and weight also need oil filter num i drive tractor trl and need to pick this up at a auto zone or some where like that as the boat shop will b closed when I get in today

Oil changes should be every 50 hours or annually, whichever comes first.

You need NMMA type FC-W, SAE 10w-30. It holds about 1L. DO NOT overfill. The oil level on the dipstick should be at or a little below the full mark; not even a drop above. When refilling, it will take significant time for the oil to read on the stick, so again, don't overfill.

You will also need an oil filter wrench. Your local auto parts store may or may not carry one that fits.

It it's a 4 stroke engine, like a motorcycle engine placed vertically with a prop, does oil gets very dirty as to change it at just 50 worked hours or it's a making oil issue just in case ?

Actually, the owners manual says every 100 hours or 6 months for that model, but most of these motors don't get more than 50 hours use per season.
