The motor does not go over 3000 Rpm, it's a four cylinder that runs oh two cylinder for trolling and when power is applied the other cylinder s kick in,
1 owner and run in fresh water only

Buy the manual and do the checks. What is compression and does spark jump 1/2" air gap. Are the linkages in good shape?

The stator has a low and high speed windings. Could be the high speed is not working. As Scott posted, by the manual. It has a step-by-step ignition troubleshooting process.
