2002 Johnson 15hp 4 stroke questions

I recently bought a 2002 johnson 15hp 4 stroke. 1st question and most I'm worried about is the water pumps super strong and good flow out of telltale/peehole. At first you could see steam from the water. I could feel it was hot but not burning hot. It then went to warm. My last outboard 2000 15hp 2 stroke pumped cold water. Is warm/hot water normal?
2nd question is regarding steering. It seems to pivot very very easily and I know this is going to be a issue trolling. Is there some sort of screw or tensioner to tighten it up?

On the pee stream tough to say....purchase a ir gun and test the head temp. Cheap buy at Harbor Freight.

As for the steering swivel tension, there should be a spring over screw somewhere below the power head near the top of the swivel bracket.
