2001 Volvo Penta 4.3GL Fuel Delivery Issue

Can figure this out...when i first start the boat, it runs fine. After i park it for a while, i start it okay, but the boat will run about 100 yards off shore & die. The carburetor has no gas at that time. After 5 or 10 minutes of pumping the throttle it will finally start and run with no problems until i stop and the same thing happens.

So far i have replaced the fuel pump, relay, fuel filter, anti siphon valve, rebuilt the carburetor, check for excessive heat for a vapor lock. Still the same issue.

Any advise would be appreciated.
