2001 4 STROKE YAMAHA 25 HP DIES WHEN GOING FROM FULL THROTTLE TO IDLE

This outboard starts a with just the touch of the button an idles just fine, seems to be fine at full throttle but as soon as I go from full throttle to idle It dies and will not start for at least an hour or so. I am able to keep it running by throttling back up but going back down to idle it dies and like I said will not start for some time. It has been to the shop and they cant seem to find anything wrong with it. Anyone got any ideas? Could it be a carb issue?

is it flooding, with too much fuel?
does this motor have a red lever or some other device to set the prime start system to normal/open/ off?
if so what position is it in

Well I am the furthest thing from a mechanic but It could be flooding itself out. I dont know about the red lever or other device. Where would I locate that? near the prime start assembly?
