2000 Mercury 4 stroke, manual start, no spark.

I am trying to troubleshoot a 40 HP Merc 4 stroke that will not start. Was running when stored. Cleaned dirty carbs, yanked on rope and no spark on any plug. Checked switches and seem ok. Clean motor and good wiring. Could a crankshaft sensor be problem? How do I troubleshoot sensor, stator, brain box? I know this is broad topic but help would be appreciated.

Preface. I've never seen an engine like the one described. I've never seen an outboard engine torn apart.

Can you confirm that you have a good ground?

It is a manual (pull start). No battery. I believe all wiring to be good and have checked connections for any flaws and found none. Thanks.
