2000, 90hp Johnson missing at low RPM

I have a 2000, 90hp Johnson that misses at low RPM. Appears to run on only the 2 lower cylinders at idle until about 2,300 rpm. At about 2,300 it suddenly picks up on all 4 and runs great. There is a very distinct difference. I have changed plugs and gone through the carbs and found nothing wong. Any ideas?

check for spark with a timing light at low rpms .
check all 4 plugs let us know what you find.
