2000 2002WA Steps to remove the mercury 150XL lower unit

I can turn a wrench but never did this job before what am looking to do right and not do wrong?

I have a 2001 150 mercury and am having trouble putting the lower unit back on. When I look up where the shaft go's it looks like a washer or spacer is in the way.
