200 hp Evinrude Tilt problem

I have a 1998 Evinrude Ocean Pro with power tilt. The power tilt is making a sound like its is cavitating both up and down. I have checked the level and it is full and I have cycled the unit fully up and down numerous times which did help it but did not resolve the issue. If the engine is left down for a week or so the unit will run for about 30 to 45 seconds and will not move unless I help by lifting the skeg but still has a cavitation sound. The bypass plug is tight.

Any ideas?

I have cyled the system up and down doing a full cycle numerous times to purge the air and it does get better but after its sits for awhile it happens again. So I am purging the air out.
