2 flat & wavy washers along with plastic washer not under impeller cover ?

shifting was ok prior too oil seals upyper & lower, plus shift selector seals , impeller , gear lube ,
OBs was new too me coming from IOs
According to diagram 2 washers and 1 wavy washer along with plastic ring go under metal cover There was none on my shaft ?
according too a retired marine mechanic not necessary on my OX ?
When drive was removed throttle was in N
did not move shift selector ,
I dropped drive 1/2 dz times hoping too line up
forward no grind
R , grinds but after going forward then reverse few times it slips into R no grind ???
I am wondering would the items missing cause this issue

The items missing will affect your water pump performance only.Get a manual and read how to be certain your lower is in neutral.You should be able to drop lower far enough without removing it to move shift shaft to where you can move prop until you achieve neutral.Clymer manual spells it out in simple terms.Charlie

Agree that the missing washers have nothing to do with the shift mechanism. But they should be installed IMO.

Using a pair of padded pliers on the shift cam assembly you should be able to turn the shaft as far as it will go in both directions. Noting the position of the shaft in each direction. Then turn the shaft so that it is centered between the two positions. That will be neutral. The propeller should then be able to rotate freely in both directions.
