1999 Yamaha C90 Can't get WOT

Hello,

I need some help with a boat I just bought. I just purchased a 2000 Skeeter SX166 17' Bass Boat with a Yamaha 90 HP Motor. The motor runs perfect as far as I can tell, it fires right up and doesn't sputter or idle rough or nothing, runs smoother and quiter than any motor I have ever had. I took the boat out for the first time the other day and it couldn't get out of the hole, got to about 2000 RPM and crept up very slowly, had to get someone on the front of the boat to plane out, then it got to about 4200 RPM and trimmed up couldn't get any higher. It runs very good but can't get past 4200 RPMS. It is currentl running a SS 21P prop which is what I was told come factory on it, and it might be too big but I don't think that would cause me to run 1300 RPM's under the recommended WOT Range. I have heard to expect about 300-400 RPM gain in RPM per 2" I go down in prop. Long story short, where should I start with this issue to figure it out. Any help is greatly appreciated.
