Sorry to say that the 15B is ancient, and no carb kits are available from Tohatsu. The C version is the oldest. The kit Defender has is for a C or D. Sorry. See what everything looks like once you get it apart.

OH, and by the way... start a new thread for a different issue on a different motor.

There are many other systems to look for besides cleaning carb over and over again including going per new carb kits. Have never seen an engine sputtering due to carb issues will simply not up rpm while opening the throttle. Have seen doing same when timing advance and carb synch were way out of factory specs.. Check timing and carb synch before going for a new carb..

Sorry guys about piggy backing on this thread...it is just the same issue I was having and was what brought me to the forum. I get it. BTW, I appreciate the feedback....
