1999 40 hp mercury no wot

I need some advise! I have 40 hp 1999 mercury s/n oe359129,starts very easy,runs good but no wot have clean carb soaked carb, new plugs,new fuel line ,new primer,ran from external tank with fresh fuel same issue, its like it runs out of prop! new pump diaphrams also

I'm having that same issue man. I have a thread below asking for advice, hopefully someone will point us in the right direction.
