1999 4.3 Gi no spark from coil & low voltage to fuel pumps

Hello all, I bought a 1999 Pursuit 2260 two years ago that had a blown engine. I pulled the engine, rebuilt it, and now have it back in and all hooked up. It will crank but will not start. I am getting no spark from the coil (I disconnected the coil wire from the distributor cap, put a screwdriver in the end of it and held it close to ground while cranking and there is no spark). There is also only about half a volt getting to both fuel pumps, this is with key on and it is also the same while cranking.

I have removed all of the grounds that attach to the rear of the engine, cleaned them, and reconnected them. When I rebuilt the motor I replaced all sensors, both fuel pumps, both injectors, distributor, cap & rotor, spark plugs & wires, starter, alternator, rebuilt the PS pump, and pretty much everything else is new. I just had the fuel tank drained, cleaned, and have refilled it with 10 gallons of fresh fuel. I filled the fuel filter with fuel before installing.

I do not know the history of this boat besides that when I bought it the pistons had rusted to the cylinder walls from water sitting in them for years. I am hoping its not a bad ECM since finding one would probably be tricky and expensive. I can only find 3 relays, there are 2 small ones right next to the fuel filter housing and a larger one (I believe it is the starter relay) mounted to the starboard exhaust manifold riser right next to where the big circular plug gets plugged in.

I have been an auto mechanic for years so have no problem digging in and testing things

Any idea where to start or what to check?

first guess would be crank position sensor

does the tach register anything during cranking?

Start by getting the factory manual for the motor and EFI. then check the wiring.

low voltage says either batteries are junk or connections are bad (could be battery cable connections, could be connections at fuel pump relays). half a volt is basically electrical noise and should not be considered power

No RPM shown on the tach while cranking. I see the crank position sensor down by the crank pulley but nothing is plugged into it. I have checked all over the wiring harness in that area and there are no free plugs that would fit there. Going to be hard to start an engine without the CPS plugged in :unsure:

I do need to invest in a factory manual. I have tried boatinfo.no but it seems that site is down, or has been down for sometime.

Batteries are two years old. I had them load tested last week and they passed. I cranked on it quite a bit yesterday and the batteries are holding strong.

Are the 2 relays right above the fuel filter for the fuel pumps?

boatinfo is no longer valid as flash is no longer supported. the site went down permanently about a year or two ago.

yes, I highly suggest you invest in a factory manual.

Got back into trying to diagnose my crank no start condition. Terminal 85 (W/Gn) on my fuel pump relay is getting 0V when the key is on. This wire comes directly from the ECM. If I give 12V to terminal 87 on the fuel pump relay, both pumps turn on. I'm leaning towards a faulty ECM. Any thoughts?

Doubt it's the ECM. Do a bit more trouble shooting. Check system grounds

Terminal 85 (W/Gn) on my fuel pump relay is getting 0V when the key is on. This wire comes directly from the ECM.

Your correct wire to pin 85 comes from the ECM. The ECM applies a ground on this pin to energize relay and turn pumps ON

Pin 85 should have 12V on it coming from the other side of the coil pin 86 and thru the coil. When relay is not energized you should see voltage on 85 until ECM applies the ground (maybe 2 to 3 seconds).

If your not seeing any voltage with Key on and motor not running, then relay is probably bad if you can see 12V on pin 86
