1999 15 hp runs great but is very hard to start. I just changed the water pump. But im sure thats not the problem

1999 15 hp runs great but is very hard to start. I just changed the water pump. But I'm sure that's not the problem. Once started it is one Pull all day.

I've seen 4 strokes dated from 95 and 2 strokes dated up to 03.

Sounds like a choke that does not function, or the fuel not getting to the carb when you pump it. Check the fuel connections.

Those wonderful 9.9 / 15 hp 2 strokes were last marketed in 2007.------Many folks will realize how simple / reliable / easy to maintain those were.
