1998 yamaha 9.9 4-stroke willnot run unless inlet is almost blocked

98 yamaha 9.9 4-stroke will not run unless carb inlet is almost blocked off. just rebuilt carb however I think there is a problem with the IAC/eletric choke solionid or controller. any ideas ?????????????

even though i have cleaned carb twice is it posible thereare passageways i'm not cleaning.
