1998 ox66 running rough and spitting

I have a 1998 ox66 and when I try to idle it spits an pops and even dies sometimes. I have changed the three low pressure pumps, vst filter, water separator filter, fuel filter in cowling, cleaned the O2 sensor, and declared the engine. I also checked the fuel pressure and when the key is turned it is 36. Under a load at the lake it varied only 2 or 3 psi. I really don't know where to go from here any help would be great.

Not sure what declared the engine means

pull the injectors and have the tested and cleaned
