1998 mecruiser 5 liter carb problem

1998 Crownline 5 liter with a carburetor, runs great at high engine RPM, at lower speeds the engine seems to slowly start losing RPM and then surges back up, slows down some more and then surge back up. I put a new fuel fliter on it just one month ago and had Sta Bil in the tank over the winter. Any ides?

When you changed the fuel filter, did you have any water in it?
Sounds like a rebuild is in order, possibly a partially plugged idle circuit.
